Grossmont-Cuyamaca Community College District
Gafcon Management has been the District’s chosen program manager since 2003, providing an incredible depth of services over the course of two consecutive bonds: Proposition R bond program ($207 million) and Proposition V bond program ($398 million). Both programs have focused on transforming Grossmont College and Cuyamaca College into state-of-the-art campuses for higher learning.
Under the Proposition R bond program, Gafcon Management oversaw the successful completion of 41 projects and infrastructure improvements Districtwide. Having received spotless audits with no findings of error, the program was named a “Golden Watchdog Finalist” four times by the San Diego Taxpayers Association for proper expenditure and project performance.
The Gafcon Management team worked closely with the District to develop design standards, the facilities master plan, and the bond website to facilitate up-to-date progress reporting to the Oversight Committee, District, and community. We were also responsible for implementing the District’s program management information system, which supported bond transparency for program finances. The web-based project portfolio and facility management lifecycle tool, Primavera Unifier, allows the District and program leadership to easily monitor the status of projects down to the smallest detail in the work breakdown structure.
Currently underway, Proposition V provides upgrades to career training facilities for science, medical, public safety, and other in-demand fields. Technology upgrades will be made in classrooms, libraries, and science labs throughout the District. In addition, a Veterans Support Center will be built on each campus, and access for people with disabilities or mobility issues will be enhanced at all facilities.
