The County Board of Supervisors retained Gafcon, Inc. as an owner’s representative for the construction of the new San Diego Hall of Justice. At 410,000 SF, the Hall of Justice provides 16 new civil courts and offices for the District Attorney and Probation/Marshall departments, as well as retail space and three levels of underground parking for 765 cars. This was an important project for San Diego, providing safer and more efficient space that looked to the future of San Diego’s downtown. The new building did, however, include the original stained glass that decorated the courthouse from 1889.
Gafcon, Inc. coordinated with the design-build entity, as well as multiple county departments to complete this project below budget and ahead of schedule. Gafcon, Inc. prepared the bid proposal and construction specifications, resulting in 29 development teams responding to the design-build RFP. Supplementary services included adhering to specifications and quality measures, developing the master CPM schedule, estimating, field supervision, mechanical and electrical inspection, scheduling support, and move-in management assistance.
